Just received this from the AKC. IF you scan down to the part highlighted in red below, the AKC believes we should oppose limiting to 20 the number of bitches a commercial breeder can own.

What the heck is wrong with the AKC? When did the AKC become the registry of pet dogs and puppy mills? No one should own more the 6-8 adult dogs (you start to become a crazed dog-collector/puppy mill when numbers get that high), and no way in hell would I ever object to a limit of 20 breeding bitches.

The American Kennel Club Government Relations Department, in cooperation with the North Carolina Federation of Dog Clubs, has learned that House Bill 733 will likely be considered by the North Carolina House Agriculture Committee on Wednesday, April 22. Should the bill be considered, a vote is not expected. However, all concerned responsible dog breeders and owners in North Carolina are strongly encouraged to begin planning to attend Wednesday’s meeting of the Agriculture Committee. Additionally, it is imperative that all concerned responsible dog breeders and owners in North Carolina contact the members of the Agriculture Committee. Let them know that you strongly oppose HB 733, and urge them to do the same.

The American Kennel Club strongly supports humane treatment of dogs, including an adequate and nutritious diet, clean water, clean living conditions, regular veterinary care, kind and responsive human companionship, and training in appropriate behavior. The AKC supports reasonable and enforceable laws that protect the welfare and health of purebred dogs and do not restrict the rights of breeders and owners who take their responsibilities seriously.

The AKC opposes provisions in this bill including:

Limiting commercial breeders from owning more than 20 female dogs over the age of four months at any time.
Restricting commercial breeders from breeding female dogs less than 18 months or more than 8 years of age.
Mandating potentially warrantless inspections by local animal control officers of commercial breeding operations, including records, premises (including private homes, if applicable), and any animals used for breeding.
POINTS TO CONSIDER

Not only does HB 733 contain unreasonable ownership limits, impose breeding restrictions, and provide for warrantless inspections, but the measure is also unnecessary, expensive to implement, and part of a larger radical nationally-organized legislative agenda that doesn’t take into consideration the needs of North Carolina into account.



The North Carolina Animal Welfare Act, which has been law since the late 1970s, already ensures that animals are provided humane care and treatment by regulating transportation, sale, purchase, housing, care, handling, and treatment of animals kept in pet shops, kennels, public and private animal shelters, and auction markets.


HB 733’s Legislative Fiscal Note shows that should HB 733 become law, it will cost the state more than $2 million over a five-year span to implement, at a time when the state is incurring a record-breaking budget deficit, estimated at $3.4 billion.


Bills similar to HB 733 have been introduced across the country since the start of 2009 - including in West Virginia, Texas, Oregon, Illinois, Maryland, Florida, Indiana, Colorado, Nebraska, Minnesota, and Montana. This is indicative of a radical national legislative agenda aimed at limiting the freedoms and liberties of Americans by attempting to restrict the number of animals they can own, not a measure designed to be a solution to any animal care issues that may exist in the Tarheel State.


WHAT YOU CAN DO:

All concerned responsible dog breeders and owners in North Carolina are strongly encouraged to plan to attend Wednesday’s meeting of the Agriculture Committee. Additionally, it is imperative that all concerned responsible dog breeders and owners in North Carolina contact the members of the Agriculture Committee (listed below). Let them know that you strongly oppose HB 733, and urge them to do the same.

Dear Rep. Dewey Hill:

I write prompted by a legislative alert we received today from the American Kennel Club (attached below). The gist of the AKC’s email was that we should contact you and all members of the North Carolina House Agriculture Committee expressing our opposition to NC HB733. Sorry, but we strongly support HB 733.

By way of background, I am a medical doctor and an officer on active duty in the United States Air Force. I have served my country for roughly 20 years. My wife and I also own, breed and show Doberman Pinschers. We are members of the Doberman Pinscher Club of America (DPCA) and we actively participate with AKC events. Our dogs are registered with the American Kennel Club. We are familiar with the standard of care necessary to properly own, raise and breed dogs.

Categorically, we support your intentions and efforts with HB 733. No reasonable person needs to own more than 20 adult females; dogs should not be bred before they are 18 months old or after they are 8 years old; and, people who breed large numbers of dogs absolutely should be subject to surprise inspections, because that is the only true way to ascertain how the dogs are being cared for on a regular basis.

The only thing I would like to see added to HB 733 (if that were possible) is some very strong penalties for those who illegally crop or dock dogs.

As you may know, the American Veterinary Medical Association is now openly opposed to cropping and docking. We own a cropped and docked breed and go to great effort and expense to use a licensed veterinarian to dock and crop our dogs. This licensed vet does the procedure in a well equipped medical facility and prescribes pain medication for the puppies after the crop.

Unfortunately many members of the DPCA are actively engaged in using unlicensed lay-people to crop and dock for them. In fact, the DPCA’s President in 2004-2005, a woman named Pam DeHetre, is openly known to fly around the country cropping ears in people’s homes.

Unlicensed people can not legally be in possession of control substances here in the State of North Carolina. These unlicensed croppers and dockers operate without formal medical training and/or without proper medical facilities and supplies for the surgery and the after care. There are members of the DPCA who hire Ms. DeHetre and/or other unlicensed ear croppers. It goes without saying that this barbaric and illegal activity needs to stop immediately.

The problem is that both the AKC and the DPCA have no will to stop the illegal dockers and croppers. Members of the DPCA are both unlicensed ear croppers and their clients. The use of unlicensed ear croppers and dockers is a well- tolerated dirty little secret which both the AKC and the DPCA ignore.

I formally objected to Ms. DeHetre's conduct in a letter of complaint to the AKC sent back in 2005. (I can provide copies of the letter and the AKC's response). Back in 2005 the AKC returned my letter and did nothing. My wife and I opposed the conduct in 2005, we oppose it even more vigorously in 2009.

What the heck is wrong with the AKC? When did the AKC become the registry of pet dogs and puppy mills?

When they allow BYB to breed multiple litters/bitch/year & pay the fees required to register all the puppies so they can charge $600/ea in the local paper.

Who here hasn't heard this in reponse to hearing that you have a Doberman?
